Regulatory framework

In accordance with the DDADUE law, any generating installation with a capacity of ≥ 10 MW must participate in the balancing mechanism, in line with the French Energy Code and the rules set by RTE.

For smaller installations, the regulations allow multiple units to be aggregated within a single Balancing Entity (Entité d’Ajustement, EDA) in order to reach the 10 MW threshold. This arrangement provides decentralized producers with simplified access to the mechanism, while ensuring performance and operational efficiency.

How does it work ?

Downward adjustment

The power plant normally operates at full capacity based on weather conditions. Its output is reduced or even stopped in response to a request from RTE, in exchange for financial compensation.

Upward adjustment

The power plant is shut down during a period characterized by negative prices. Production is restarted in response to a request from RTE, in exchange for financial compensation.
